Project Overview

The City of Abbotsford, City of Chilliwack, and the Fraser Valley Regional District (FVRD) are collaborating to develop a Zero Emissions Mobility Strategy (the Strategy) for the Fraser Valley. This Strategy will serve as a roadmap for transitioning to a cleaner, low-carbon transportation system, helping reduce greenhouse gas emissions across the region.

The goal of the Strategy is to promote more sustainable ways of travel. The Strategy focuses on expanding the use of light-duty EVs (e.g., passenger cars, small trucks) and electric micromobility options.

The Strategy aims to:

  • Establish regional targets for electric mobility adoption (e.g., the percentage of light duty vehicles such as passenger cars, SUVs, vans, or pickup trucks estimated to be electric by a given year)
  • Determine what supportive infrastructure needs to be in place (e.g., charging stations)
  • Recommend updates to building codes, bylaws, and parking regulations as needed
  • Explore ways to make it easier to share and use e-micromobility options (e.g., creating shared parking or charging areas for e-bikes and e-scooters)

The draft Zero Emissions Mobility Strategy identifies six main goals for local Fraser Valley governments, along with associated actions to help achieve them:

  • Expand publicly available EV charging
  • Accelerate light-duty EV adoption
  • Expand home and workplace charging
  • Lead by example
  • Support the decarbonization of the medium- and heavy-duty fleet
  • Support and promote active transportation and transition to e-micromobility


Monitoring and evaluation approaches will also be included in the Strategy.
