About Harrison Mills

Located on the northwest bank of the Harrison River, Harrison Mills is a vital environmental habitat and an important gateway to outdoor recreational activities in the Morris Valley. It is also growing as a residential area for recreational and resort housing. Existing land use plans for the neighbourhood are based on the current Official Community Plan for Electoral Area C that was adopted in 2000 and is now outdated. In addition, the existing infrastructure in the area was built to accommodate current development and has since reached capacity.

We acknowledge that this neighbourhood is located on the unceded territories of the Stó:lō, Sq'ewlets and Sts’ailes First Nations. There will be engagement with First Nations governments and communities throughout this process.

Why do we need a neighbourhood plan now?

Recently, the Fraser Valley Regional District (FVRD) has been receiving proposals with significant (re)development plans for the neighbourhood that would require amendments to the OCP and Electoral Area C. These conditions require a comprehensive understanding of community needs to guide future plans for the neighbourhood.

In response, the FVRD has launched the Harrison Mills Neighbourhood Plan project. Through this process, a clear vision and supporting policies to guide the future growth and development of the neighbourhood will be prepared. The Neighbourhood Plan will be supported by a Local Servicing Plan that will ensure all infrastructure can accommodate land use direction as outlined in the Neighbourhood Plan. Together, the plans will:

  • Provide for efficient, sustainable development that protects the environment and human health

  • Provide for the needs of rural residents

  • Make efficient use of land and identify servicing needs, capacity and options to provide efficient community water and community sewer services to the plan area

Engagement opportunities

Throughout the project, there will be opportunities to engage through community events including a Public Open House. We invite you to Have Your Say and share your vision for the future of the community of Harrison Mills.

The initial public consultation period will be open from October – December 2021.

  • The Fraser Valley Regional District (FVRD) has embarked on a planning process to develop a Neighbourhood Plan (NP) for the area of Harrison Mills that resides in Electoral Area C (north of the Harrison River). The NP was triggered by a redevelopment proposal for the Sandpiper Resort. The development of this Plan will be community-led and is intended to guide future growth and development in the neighbourhood by providing a clear vision and supporting policies that respond to community needs.

    To inform the Harrison Mills Neighbourhood Plan, the FVRD has prepared a community survey to provide an opportunity for residents to share their vision and goals for the future of the neighbourhood. Feedback collected through this survey will help the FVRD to plan for future development that meets the needs of local residents. The survey is open until November 5, 2021.
